Level 3 Sex Offender arrested

After a thorough investigation by the Marshfield Police Department, Level 3 Sex Offender Howard Lacey D.O.B. 10/26/1981 of 73 Nevada St, Marshfield has been arrested for Failing to Register as a Sex Offender (Subsequent Offense).  Lacey has been a Registered Level 3 Sex Offender since August 3rd, 2012 with a prior conviction for Failing to Register as a Sex Offender from 2013.  Lacey also has prior convictions of Indecent Assault and battery on a Person Aged 14 or Older, Indecent Assault and Battery on a Child Under 14 Years of Age and Rape of a Child with Force from 2005.

On Thursday October 3, 2019 the Marshfield Police Department was made aware that the vehicle Lacey operates had not been seen at his registered address for approximately one month.  As of that date, Lacey had not contacted the Marshfield Police Department to change his registered address (as required by State Law).  After checking his residence, he was unable to be located there.  During the investigation, it was determined he was last seen at his residence on September 13, 2019.  Both of Lacey’s registered employers were contacted.  One had not employed him since early September 2019 and the other had not seen him since early Spring 2019.  As of Thursday October 3, 2019 Lacey had not contacted the Marshfield Police Department to deactivate either of his work registrations or list a current work registration.  Lacey had last registered his residential and work addresses with the Marshfield Police Department on October 26, 2018 during his annual registration.  This registration is performed in person at the Marshfield Police Department and is required again by the end of October, 2019.

On Monday October 7, 2019  the Marshfield Police Department was informed that Lacey had returned to his registered address at 73 Nevada St.  There was also a video recording from October 7, 2019 of Lacey standing behind a bush in his yard staring at a female and her ten year old child through a pair of binoculars as they were getting into their car and driving away.

Marshfield Police Officers immediately responded to Lacey’s residence and placed him under arrest for Failure to Register as a Sex Offender (Subsequent Offense).

Lacey was arraigned in Plymouth District Court on Tuesday, October 8, 2019 and was released on personal recognizance.
